Cool, maybe Barlow can pay for Brazil to train a bunch of programmers to switch all their needed applications and infrastructure to free/open source software and train all the users to run it!

That's exactly what Brazil is doing... switching over to open source.
Then again, it wouldn't surprise me that Brazil spends more of software than hunger... Brazil's not known for its egalitarianism.

I bet the United States spends more on software licenses than it does on welfare. So what? The goal should be to spend nothing on welfare.
