Getting Input Managers to work?

So I can't get SafariBlock to work in 10.5. I was told to do this.
• Put SafariBlock in /Library/InputManagers/
• In the Terminal, type
'sudo chown -R root:admin /Library/InputManagers'
• Supply an admin password
• Start up Safari
Others got this to work, but it's still no go on me. I even repaired permissions.
*sigh* Anyone have a decent ad blocker for Safari?

So no one has an answer to this? This and many other bugs I have been going through is making me wish I stayed with 10.4 and waited till 10.5.1
