I have a rev b 12" powerbook with 768mb of ram and a 4200rpm 40gb hard drive. I have about 8 gigs left and was thinking about installing tiger on a say 4gb partition. is this wise? would i later be able to delete the partition? Should i even consider installing tiger as my main OS? help please.

Unless you are a developer trying to write new software that will take advantage of some of Panther's new underlying features, why bother? It's a developer's preview...or a very rough beta. Why you would want a beta OS as your main system is beyond me.
