how to reinstall iphoto

I'm pretty sure I deleted an important file for iphoto to operate fully. In fact when I open it I get the spinning ball. If I just delete the application, may I just redownload it in the app store. And if so, will my photos still be safe?

Yes. It is highly unlikely, however, that you "deleted an important file" needed by iPhoto.

Hold down the command and option keys when launching iPhoto, and see if it will let you repair the library.
