I assume you're talking about flashing a Macintosh-ROM on a PC-based Radeon 7000 and therefore can tell you it is not possible.

To expand on this, the biggest problem is ROM size. Most PC Radeon cards were very different then the Mac counterparts, including the ROM chip. PC Radeons on average had a 64k ROM, while the Mac ones had 128k.

I finally stopped trying to get my PC Radeon working in my Cube and picked up an OEM Radeon for it.
