The German off-spin of the Office, Stromberg, is very good and very unique.
I think here are some flaoting around with subtitles, but AFAIK, the official releases don't have em.

There is also a German cop show, Dr. Psycho, which centers around an eccentric police psychologists. It's available on the German iTMS, but I have no clue about international availability or subtitles.

I found Kaamelott funny for a while. Good luck finding it subtitled in English.
