Ok, we all know that iDVD, DVD, and CD-writing won't be compatible with MacOS X release. My question is can we write a CD or DVD using Classic?

No, beasue classic doesn't have direct hardware support. You can switch over to OS 9 if you need/want to write a CD or DVD. CD-R/RW will be out early next month, and DVD support later in the spring. So by the end of may/early june you will be able to write CD's and DVD's natively in OS X

Toast 5 titanium is a carbon app, and supposedly will burn CDs & DVDs.

here is what they say on roxio's web site:

I don't what they mean by available soon. It's ben available from all the usual sources for a while now :-)

That Toast 5 beta 9 start as a classic app under OS X 1.0 on my G4.
