I signed up for an ADC login, and downloaded the OS X Developers CD. No troubles there. However, I just tried to sign in to Apple Bug Tracker https://bugreport.apple.com/ and it said that "You do not have access to this Application, Please get access and try again". Do I just not have the proper rights, or is this a feature for paying members only (i.e. Not the free sign-up to download the Developers CD)?

I get the same thing with my free ADC account.

If it's an OS X releation issue... Apple still has the feedback page on the OS X website.

It's a common problem, you just need to tell Apple and they'll turn on access for your account. See http://developer.apple.com/bugreporter for more information.
