How do I add admin local user account remotely by using Apple Remote Desktop for 10.6.4 mac clients? What are the simple command lines?

Apple does not supply a straight-forward command-line application to create users. You can do it using dscl, but it is probably not worth it. I maintain a project that does have a .pkg that you can modify to do it, it is the createUser.pkg in InstaDMG. If you wanted to just pull down that one package you could use this command:
