My understanding is that OSX client (ie as opposed to the server version) limits the number of AFP connections to 10 when sharing files with other Macs. Is there a similar limit for SMB connections coming in from Windows computers?

In either/both cases, is there any way to raise this limit aside from a $500 investment in the server version of the OS?

If there is a limit it will be set in /etc/smb.conf, you can change your settings there.
