How do I set the Pro MacBook screen to stay off when I wake it up from sleep when it's connected to a 2160p external monitor via Thunderbolt 3?

Every time that I wake it up, the screen brightness is reset to 3/4ths of the way up, and I have to keep using the TouchBar to slide the brightness down to zero.

How do I fix this?
