Speech is actually for you to dictate commands to your Mac.
You need to turn off VoiceOver, which is in the Universal Access pane of the System Preferences.

Perhaps it has become conscious? Did you leave it on too long? I've heard of that happening.
It's now more of an ethical dilemma than a technical problem.

It sounds like you have VoiceOver on. This can happen accidentally if you hit apple-F5. You can tell it's VoiceOver because a black square will appear around whatever object it's telling about. You can turn it off again either in the Universal Access preferences or by hitting apple-F5 again.
