It's not in the internat'l list of keyboard inputs, but I can select it as the system language. grr...

all the usual suspects are there for keyboard input, including newcomers Hebrew and Arabic, so where is Russian?

the character palette doesn't cut it.

It's in my keyboard menu list.

I think you still have to have the Mac OS 9.2.2 Language Packs installed for it to appear. Did you perhaps do a clean install and not have Classic installed?

It's here on a clean install: System Prefs -> International -> Input Menu...

no, I had Classic installed, but it doesn't need it any longer.

I got it working. That's what I was saying above: 'found it. sorry for the disturbance.' I rebooted and did a few dances around the room, chanted 'steve is great, steve is great,' and it appeared in my internat'l keyboard options.
