Apple policy breaks all share sheet uploads in Panic's Transmit

The latest version of FTP program Transmit for iOS has lost all share sheet-based uploads because of an Apple policy regarding iCloud Drive, says developer Panic. Until now, the FTP app has exploited iOS 8's Extensions function to let people upload files to several storage services, such as iCloud Drive or Dropbox. Panic explains that it was informed that Apple rules dictate that an app can't upload content to iCloud Drive unless a file was created within the app itself; the developer insists that there is nothing about this restriction on iCloud Drive in Apple's iOS Data Storage Guidelines.
Panic notes that it had to remove all "Send To" share sheet options because iCloud is automatically listed on the sheet, and can't be removed. It's hoping that a blog post on the issue will get Apple's attention, and allow Transmit to either resume full functionality, or drop iCloud from the share sheet.
Apple is typically strict about developer policies, but will sometimes reverse course. In October, it decided to allow calculator widgets in the Notification Center after a brief ban.

Smart. All this does is draw attention to the fact that Apple doesn't have an iOS app (or any other way built into iOS 8) to access stuff on iCloud Drive, apart from within a few apps like Keynote/Numbers/Pages, which can only access their own documents. So say I use iCloud Drive via Yosemite's Finder to put a PDF on the top level... how do I access it on my iPhone? Not without 3rd party apps, that's how.

The limitation of loading, finding and downloading files with iCloud (Drive) is why I continue to use Dropbox almost exclusively. Why there is such a limitation in usability and operability from Apple with iCloud is puzzling but it's made it practically worthless beyond a backup drive.

@Mike. Yes. And there was an iDisk app for iOS that was actually quite useful. If you want to see regressions in recent Apple software, you can start looking at iWork and then just let the eye wander all across OS X and iOS. Plenty to see.

Why does Apple have to be so stupid with stuff like this? Apple, put you big boy pants on and provide some actual usability, on device and in the cloud. And for Pete's sake, provide a G.D. file system for iOS already, and stop dumbing-down MacOS.
