Is Gadaffi allergic / hyper sensitive to the sun ?
He nearly always wear sunglasses.
He appears outside holding large reflective umbrellas.
He always is virtually clothed from head to toe, with very little skin showing.
All in contrast to fellow Libyans outside.
He is nearly always seen in a large tent, or indoors.

Many journalists and diplomats who have had face-to-face interactions with him have come away from their encounters feeling like Gaddafi was on drugs. Photophobia could be part of that.
