Is this a slot-load iMac? Do you know if it has the latest firmware? (4.1.9f is vital for these if you are going to boot from 10.2 or later) Do you have an OS 9 boot CD? Do you know how much RAM it has? Does it have Firewire? Do you have another Mac?
We either need a lot more info, or you need something in addition.

if you boot holding down command-option-o-f, that will boot you into open firmware, which puts the ROM version on the screen by default. If you don't see 4.1.9f, you need a firmware upgrade, so you'll need 9.1 installed before you try 10.2 anyway. If you do see 4.1.9f, you shouldn't have any problems booting into 10.2. I think you have to have a minimum of 64MB to boot, but that would still be a nightmare. You realistically would want at least 256MB.

You can if you have the correct firmware version.

Is it 10.0.2 or 10.2.0? If it's 10.0.2, you don't want to run it anyway. If it's 10.2.0, you have to make sure you have the newest firmware before you even attempt to boot the thing. You can have serious logic board up to and including requiring replacing the logic board if you don't do this first. A dead logic board is very unlikely, but bad video happens pretty frequently. Also, rebooting into OS 9 doesn't fix it--but installing the firmware update does.
