According to the Cheats Section on the Apple Doom3 page all I need to do to access the Console is hit the ~ key while playing. This isn't working for me. Is there anything else I need to do to get it to happen?

Try using Control - Option - ~

or Option - Apple - ~

I know its one of those two.

Since my control key is my fire key, I change my weapon to #1 fists.
I then hit Control, Option and ~

That gets me into it.
