A 22,000 lb iron bomb is sorta hard to deliver unless you control the airspace above the target - and have a plane big enough to carry it.
Besides, it was only designed to create a loud noise and a shockwave - for deterrent effect, not for mass destruction...that's what the tactical nukes are for.
If we drop a MOAB on you, then you weren't a serious threat.
If you see a bright flash and feel 1,000mph winds, then you were a serious threat.
But the hillbilly threat...well, let's just say the hillbilly threat is very real.

Atually the precurser to the MOAB was created to make it possible to land helicopters in the jungle.
