I'm looking for a free or cheap waveform editor. Essentially all I need to do is cut and paste AIFF files.

try TC Works SparkME - it works great and it's free. If you want something just abit better, then their SparkLE is great for $19.95

Not sure if this is what you are looking for but try Amadeus II - its about $25 and is one of the better Carbon ports.
Try VersionTracker.com and search for it.
