I'm guessing no, because Panther has changed lots. The headers would be out of sync, for starters.
But then, if you buy Panther you'll get the tools in the box, won't you?

I'd just like to be able to work with a whole bunch of project builder people. I don't think everyone is moving to panther anytime soon.

I tested an upgrade from Jaguar to Panther and the previously installed 10.2 developer tools still ran. That said, I didn't try compiling much Cocoa code so I can't tell you for sure how well it works. But Project Builder and Interface Builder still ran, and some simple projects I tried compiled.
