The second from the right is the one that failed to launch. Why they bothered to photoshop over the failure isn't certain to me - I think it would have been easier to show three missiles launching, and if the fourth was on the ground, either clone sand and air over it or just show it as un-launched yet.
I also want an American diplomat to slide it across a table and say "Boo!" - accompanied by a few glossies of some of our test fires. Maybe we can get some Iranian shoe-banging on the table, some ululation, and it'll be a fun time party for all!
