Help with iBook 1.33ghz and RAM issues

Hi, I've got a 14" 1.33Ghz G4 with 256RAM installed. Recently it has started playing up giving me messages saying the the OS X startup disk is full. I have cleared out a load of pictures and there is now plenty of space on the hard-drive, but, looking at activity monitor the RAM is getting very low.
It has also started locking up on occasion, sometimes it asks me to force-quit applications and it starts up really slowly.
From looking at the Activity Monitor now, I have around 4mb free and around 96mb inactive and I only have the monitor and safari open.
Whilst I do not mind too much having to put more RAM in, I do not understand why it has only recently started becoming an issue and whether there are any other steps I can take to improve things. I've not loaded any new software on.
Any help greatly appreciated as I am confused to say the least!

How much space do you have available on your hard drive now that you deem "Plenty." Also What version of Mac OS X are you currently running?
And of course like everyone else will tell you... 256 isn't enough.

Version 10.4.8, not too sure about the exact answer on hard drive as I cannot get the thing to boot up now! Around 20gb plus though I seem to remember.
