I click on it in the dock or try to open it from the applications folder and it will bounce on the dock for about half a second then disappear. Ive tried to push cmd-option while opening and it still wont open. Im hoping to not have to re-install. Any suggestions?

~\Library\Preferences\com.apple.iPhoto.plist
Drag that to your desktop and then try open iPhoto again. If it works, then delete the plist off your desktop. If it doesn't, put the plist back into your Preferences folder.

didn't work

i just downgraded from leopard a couple weeks ago and i dont think ive opened it since then now that i think about it

By downgraded, I assume you mean erase and install? Try removing everything associated with iPhoto (except the iPhoto Library) and try to reinstall.
