What is the fix for this issue? The only thing I could find is to reset the password but that didn't work.

Call / email their support number, ask why the account was disabled?

Nothing is jailbroken. I have a 3G iphone with current service and last generation iphone without service. We continue to use it tfor all functions minus phone use. On a side note there should be a way to bypass the need for a sim card. Just because I upgrade doesn't mean the old phone should be thrown away.
