Apple issues public betas of OS X 10.11.3, iOS 9.2.1

On Friday, Apple followed up on its Thursday release of a public beta of iOS 9.2.1 by issuing the public beta tester version of OS X 10.11.3, likely identical to the first developer beta that was released on Wednesday. The OS X beta, which has a build number of 15D9c, has no new features or focus areas in its release notes, says simply that "the OS X El Capitan 10.11.3 update improves the stability, compatibility, and security of your Mac." The public version of the iOS 9.2.1 release, build 13D11, is equally sparse in its notes.
Users interested in installing either of the two "public" betas must be pre-registered members of Apple's Beta Software program, and are duly warned not to install the pre-release software onto production machines or their only iOS device, as betas can have serious and noticeable flaws. In the case of the iOS beta, testers are warned that installing iOS 9.2.1 removes the ability to restore to earlier versions of iOS. As with the OS X beta, the new iOS build is certain to contain bug fixes, security improvements, and tweaks to performance along with background usability changes.
The betas come roughly a week after iOS 9.2 and OS X 10.11.2 were simultaneously released to the public. The iOS 9.2 update offered updates for the iPad Pro's improved Lightning port and Apple's Lightning to SD card reader, and small changes to Apple News, Apple Music, iBooks, and Mail. The OS X update fixed a number of small bugs reported by readers and MacNN staff, and the latest beta is likely aimed at tracking down more of these minor issues.

...so at what point can Macs be defined as basically shipping with a beta OS that may be resolved before ever truly out of beta...? Let the flames begin...!

Probably when they go back to Jaguar 10.2.8.
On the other hand, Jaguar doesn't have half of the speed, efficiency, or developer tools that El Capitan packs. There are trade offs, and there is a feedback form and a Feedback Assistant for bug reports.

...if I could run 10.4.11, 10.6.8 or Mavericks on new hardware it would make life a whole lot easier... It would seem a logical request to have an engine that one can know will run with minimal issues...

Actually, it wouldn't ... Developers have long since ceased support for those systems for good reasons of their own ... Some of which are the same reasons Apple has, some not. But it's clear your mind is closed on this topic and you've made it abundantly clear additional facts don't sway you, so frankly it's only worth the effort to explain if one is willing to understand, and you're not, so have a nice day wishing.
