I was wondering why this felt like old news...

From "Telecom Informer" in 2600 magazine, summer 2006, page 13:

"Unfortunately, what they're doing with the information is all a secret and I don't have the security clearance to go into the special room the NSA has set up here. All I know is that they've spliced into every fiber connection in the place and they have their own secure trunk out of here to Fort Meade, so you can probably draw your own conclusions."

No, no. He did.

The guy from Telecom Informer is a different person, he was only making the same observation, or at least as much as one could working as a consultant for AT&T. He wasn't actually in the room working for the NSA like the whistleblower was, he just assumed that you don't splice into the entire network unless you intend to do some hardcore eavesdropping.
