When you post in a thread it moves up to the top of the forum list. A "bump" is a dummy post with no value meant to being the thread to the top of the page for more people to see and hopefully reply to.

it usually means the person who bumped it either thinks they are doing the forum some "greater good" because their topic or post was incredibly clever but somehow noone replied to it.
