Does anyone have an installer? I wanna put it on some old Macs I have lying around, and I can't seem to find it anywhere. And I wanna boot off floppies, so 7.5 is not an option.

Try this: ftp://ftp.ucalgary.ca/pub/micros/mac/system/System_7.1.x
I use IE and Netscape to browse that page without any problem, your problem may caused by your ISP.

Get onto Apples FTP servers and get it there... what better place than straight from the source?
