IPSec automatically activated in 10.2.8?

	I was using this GUI freeware for IPSec protection to get a secure wireless connection in a few places I use my iBook, but was having trouble with the little app. I then noticed that one of the 10.2 Security Updates includes IPSec, so I downloaded and installed this update. But now I can't figure out how to activate IPSec. Or is it automatically activated whenever my Airport Card finds a network?
	MacBook 2.4 GHz Mac OS X 10.5.8
