basically...no.

i've been dreaming of hearing something else at startup for nearly a decade, but apple controls this.
somewhere in the future, would be nice for them to update this (just as the apple logo, and company name has changed)...

It's the one thing I really hate about OS X. I don't know about changing it, but you can mute it or quieten it down a bit with Startup Sound

It's stored in the firmware - somewhere on teh intarwebs I saw a story about someone who had tracked this down and hacked it, you basically have to figure out how the sound is stored, which bit of the firmware is the sound, and then replace it, and only it, with another one exactly the same length. Someone has too much time on their hands....
