This file is regoular and is not illegal. Any ideas how to proceed?

The author of the PDF apparently does not want viewers to be able to print the document or otherwise easily reproduce it. You may have more luck with Adobe Reader, but that's unlikely. If printing is prohibited I don't know of any way to circumvent that restriction.

Install ghostscript. Go to the commandline and do a pdf2ps [document.pdf] ; ps2pdf [document.ps] [document_without_password.pdf].

I found this:
1. Open the restricted PDF in ColorSync.
2. Choose File: Save as, and name it whatever you like.
3. Open the saved file in Adobe Reader or Preview and enjoy!
