I'm not seeing the same behavoir that I was used to in the original UT. No "UMOD Install" for instance. Also, is the console the same as before?
Is this a good place for an argument?

Doesn't anyone know how to apply the new ut2mod files??
Is this a good place for an argument?

I tried to install the new Red Orchestra mod and manually installed it as stated. Still unable to launch it. Any luck by anyone?

If you follow the Red Orchestra instructions perfectly and correctly then it should work. Except for one tiny little error. Instead of putting RO.ini and ROUser.ini file in the Home/app support/ut2k3 put it in home/app support/ut2k3/System. Also, make sure you un-stuffed the .zip or whatever it was with the latest version of Stuffit Expander, otherwise you can't even open the application. Oh, and for future reference always check out the mod site forums before posting here, or anywhere else for that matter. As they have a Mac section, and had these directions on their forums.
