hey i know a person that works for att and he said that if you dont own the 1 gen iphone or are not eligible for a upgrade you will have to pay full price for the iphone 3g

That's basically what we've been hearing all over the place as well. Since we're still a few weeks off till the arrival of the new iPhone I'd not jump to conclusions yet. There's too many unknowns
