ISP speed, how to check

My DSL ISP seems to be cheating on me: as they seem to have got more customers than they're able to handle the speed keeps decreasing all the time in the past couple of months. Now I'm never getting more than a half of the bandwidth they should provide, meaning my connection is 256Kbit/sec but I can't get it go faster than 14K/sec even from a 10Mbit server. For a couple of weeks now I have a feeling I'm on a 128Kbit/sec connection so the question is, is there a way I can check what it is that I'm actually getting. The modem is a Siemens XpressLink and I have OS9, OSX and VirtualPC with Win98 installed. You people have been so helpful in the past, I can't believe somebody doesn't have a couple of tricks up their sleeves so I can bring the ISP bastards to court

HAHA - if you run those online speed tests and then try and sue your ISP because the speeds reported aren't what you should be getting, you'll be laughed outta the court room.

I wasn't really serious about sueing, courts and all.. I'll just go to another ISP
