PDF 1.4 in Panther

Does Apple's adoption of the PDF 1.4 standard in Panther's Preview.app have any further significance?
I was just thinking of the possibility of screenshots containing editable, searchable text. I'm sure this would be possible since the window manager knows which areas of the screen contain buttons, text, bitmaps etc.
Also, is the 1.4 standard used throughout Quartz or are they still using 1.3? Any input is appreciated!

The window manager does not know which part of the window contains buttons, text etc.
It's all a bitmap for it.

As you can tell, I don't know much about this... but surely the OS (rather than the window manager) knows which parts of the display are text/controls/bitmaps otherwise features such as UI scripting and universal text-to-speech wouldn't work.
