IE tells me I don't have it installed, but I've looked in my Extensions folder and verified that it is there. Is there something more to it than the extension, and if so, where can I get it? (The Mac is behaving like it's not installed, but I know it is!)

Good question. It doesn't show up in the Extensions Manager. I don't know what the hell is wrong.

Good news & bad news:
GOOD: You didn't disable your TEC - because you CAN'T. Conflict Catcher says it's locked
and can't be disabled because your Mac requires it to even start up!
BAD: The problem lies in IE - you'll have to find out why it fails to see the TEC.
Open your Extensions folder and you'll find it there - the reason EM doesn't show it is because you're not supposed to mess with it. A little protection built into the system. Who said Apple's not protecting us from ourselves.
On the whole, nothing to be alarmed about - at least your system is OK.
I use Netscape and trashed all the IE software. Just my preference.

You asked "Is there something more to it than the extension?" The answer is Yes, there is.
The Text Encoding Converter uses plug-ins, which are code fragments containing the information required to perform a conversion. A
plug-in can handle one or more types of conversions. Plug-ins are the true conversion engines. The Text Encoding Converter provides a uniform conversion protocol, but includes no implementation for any specific kind of conversion. In other words, it supplies a generic framework for conversion but does none of the conversion work itself; rather, the plug-ins perform the actual conversions.
The necessary plug-ins are (or should be) in the "Text Encodings" folder, within your System Folder. Check to make sure that folder is present and that it contains 15 plug-ins.

Regarding the Extensions Manager, here is a way to have it show all items so you can enable and disable everything in the EM:

Just remeber to make a COPY of your virgin EM CP or extension and work on the COPY in ResEdit, just in case the modification doesn't take so you just put the virgin one back in.
