I have a Mac Mini with 4 GB of RAM in it. I have run MEMTEST86 and Tech Tool Pro. Both utilities find problems with the RAM, but neither one can tell me which stick is bad. I just tells me the RAM is bad. Is there any tool that can check each stick of RAM individually?

Cracking a Mac Mini open and getting to the RAM is a PITA.

Well, at least it's a 50/50 possibility because your mini only has two RAM slots, right? Figuring out which module is bad through software may be very difficult. I'd tend to suspect the third party RAM you added (unless you took out Apple's and both are third party). Either way, I think the fastest way to figure out which stick is bad is just to pull one, hope it was that one and test to confirm.

You have to pull the memory. The software doesn't know what's physically where.
