I wanted to use an incremental backup solution, but I had a question about iPhoto. I know the latest version keeps the Library as one file. Is it really one file or a directory that can be incrementally backed up by a program like Carbon Copy Cloner?

AFAIK CCC does not do incremental backups but rather creates an image.
I'd recommend Leopard/Time Machine. It does incremental backups and is probably the best reason to upgrade to Leopard

Yeah, I don't know why I even brought up CCC. I'll probably just use rsync.

Do you really think Apple would store all photos in a giant monolithic file? It's a folder, although I've heard it's in package format now so that users won't go in and screw with its contents.

If you want to (or need to) backup to an external HD, I'd recommend Time Machine. If you want to backup to a network disk (as I do), I'd recommend rsync.
