Is there a difference in lag with 4K at 60Hz when connecting to an external monitor via Thunderbolt 3 (e.g., LG 27UD69P), if it's on a 2017 Pro MacBook 15" (which has the dGPU) vs. 2017 Pro MacBook 13" (which has the iGPU only)? For example, since I have a 2017 Pro MacBook 15" with AMD Radeon 560, the lag is essentially nonexistent. But if I go with 2017 Pro MacBook 13", would there be a noticeable lag because of the lack of dGPU, even though it would be a Thunderbolt 3 connection?

No, there is no lag. I use an LG 27MU67, the predecessor of that display you have, and there is no lag.

Performance when doing 3D gaming will of course be less.
The new Mac Pro has up to 30 MB of cache inside the processor itself. That's more than the HD in my first Mac. Somehow I'm still running out of space.
