It's refreshing to see workers with proper safety gear. If that were 3rd world, the boys would have tumbled down. As it is, he didn't even drop the cutting torch.

They were cutting off the tray, and had a guide rope on the right side. Probably placed there when they cut the right side. Someone forgot to add another when they moved on to the left side.
