I know this has been asked, but for the life of me I can't find a definitive answer. I have an Airport Extreme card in my laptop - could I just buy an Airport Express and leave it at that? Or do I still need a basestation?

No. The Express is basically a portable basestation. It has the same range as a basestation but it allows less users.
i hate project managers.

"No" what? Sorry, but this seemed a little ambiguous, since he asked two questions.
You CAN use an Airport Express alone, without a base station. Your Airport Extreme card will connect to it just fine. It is a full router device, but with more limited possible clients than the Airport Extreme base.
