Can you substitute a computer with a Playstation 3?

My friend's Toshiba laptop conked out on him. So instead of going to the store to get a new computer, he spent his Airmiles on a "free" Playstation 3. He's convinced that he's able to have a whole operating system going on there.
I'm thinking otherwise.
Is there an operating system for Playstation? And what are the limitations?

Yes, a PS3 is a general purpose computer, just not a very good one.
