In illustrator, you can make a swirl using the swirl tool (located on the same button as the line tool) and then select a brush from the brush palette. Pretty simple, really.

There are multiple ways to create most any effect.
In reference to your supplied link:
I would probably do this in Photoshop by creating numerous circles of varying color and opacity then delketing portions of them. It would be time consuming but I could get the balance to my pleasing.
Surely others will post alternatives to this approach.

And in this case, I think they used for the lines one of the artistic brushes.

freehand has the best tool for that. one is the swirl tool on the toolbar and then apply the bend tool (it will give you the same effect in no time!) thats it. forget about the illustrator way, with Freehand is more easy, believe me.

I Respect your opinion, but in this case, the best tool for that task is undeniable just one application: Freehand. any version, whatever you want, from Aldus to Macromedia, same tools, same results. period.

Ahhhh...the old "this application vs. that application" post. Were it not for that type of debate this forum would get little traffic. It's boring just the same.

Sorry but you're wrong and so I have to chime in here:
Illustrator would be easier than freehand. A simple stroke (in this case a spiral with the spiral tool) in the chosen colour, then open a brush palette (window>brushes>) and click a desired brush.
If you wish, adjust the stroke weight for more control.
With freehand, you're really looking at around three more steps, including less brush library selection in Freehand.
The end.

Out of curiosity, I tried it with Illustrator. It almost took more time to open the app and create the new document than to do it.
I did the sipral, selected a color and a brush. Then to add depth, I copied the spiral a few times with different color and brush setings. Too easy.

And the debate continues...
One day we'll all wake up and realize that the best application for the job is the one we're most comfortable using, not what Designer X suggests.
Until then, sweet dreams.
