is there any app so that I can send, to someones cell phone (without them having to use a web browser, but just get it in their text) a photo from my iphone?

No, the iPhone doesn't have MMS, only SMS and email.
Do you know the service the end user has on their phone? For example, if it's AT&T, you can email the pic to their phone using [email protected].
