This was an easy question to get an answer to.
Out August 24th, full product, $129. No upgrade unless you buy a Mac between now and then.

Sign yourself up for a credit of independent study at the nearest community college. Or take a night or weekend class. That'll give you the required studenthood to qualify, and depending on the tuition it may still be cheaper than just forking over the cash. Not by as much, but you can still save a good $30 or so in some cases.

yep, $130 to escape from the beta(10.0.x - 10.1.x) to 10.2 which may or may not have all the functionality of OS9 seems a trifle excessove to me.
Personally, I think that I'll stick with 10.1.x until I have some sort of incentive to upgrade, if it turns out to be an upgrade at all that is.
