When I download now from app store, says touch ID with email. What is this? Does it mean I have to do something? Lost. Some apps have downloaded, some not. Not sure it's tied to this new confusing, box.

You can pay for apps (and authorise free downloads) with your fingerprint.
Put the same finger on the home button that you use to unlock the device with Touch ID.
It only mentions your e-mail address because that is the Apple ID you're using for the download/purchase.

Thanks S, I think these are free apps I'm clicking on, so why show the confusing window?
So if say "get" then free, and just wait it out?

All apps are purchased. The process is the same; it's the developer who decides the price, which can be $0 or whatever. No difference for Apple.

S thanks but this "touch ID" what is this saying to me? It seems I still have to enter long password manually to buy an app.

If you're not going to read the stuff I research for you (on the very same internet, with the very same search engines that you have access to), I'm no longer going to bother trying to help you.
FROM THE LINK I POSTED:
Use Touch ID to unlock your iPhone or make purchases
After you set up Touch ID, you can use Touch ID to unlock your iPhone. Just press the Home button using the finger you registered with Touch ID.
Make purchases with Touch ID
You can use Touch ID instead of your Apple ID password to make purchases in the iTunes Store, App Store, and iBooks Store. Just follow these steps:
[…]
Tap something to buy. You'll see a Touch ID prompt.
To make a purchase, lightly touch the Home button.

It lets you purchase stuff (and download free apps) using your fingerprint.
