Apple's iOS 8.1.3 goes live, reduces space needed for OTA updates

Apple has released iOS 8.1.3 via iTunes and as an over-the-air download. Though primarily a maintenance update, it does make one important change: reducing the amount of storage that will be needed for future over-the-air upgrades. The amount of space iOS 8 required for an OTA update was a common complaint by users; on 16GB iPhones and iPads, there is frequently too little room left, forcing people to use iTunes instead. Apple hasn't said how much storage will be needed in the future.
Glitches solved by v8.1.3 include multitasking gestures not working on iPads, Spotlight failing to show app results, and Messages and FaceTime not allowing people to enter their Apple IDs. Another minor feature addition is a new set of unspecified configuration options for standardized testing by educators.

It's very nice that it reduces space for updates.What's not so nice is that when my iPad-4 was finished updating to 8.1.3 it showed the symbol to connect to iTunes. Groan. Now in iTunes (Yosemite) it says the iPad needs to be factory reset. (Connected, full battery.)

The iPhone 4S just finished updating and it says the same thing. Factory reset.

Try rebooting first, PJL500. If you can't power down/up, try a hard reset: Hold the Home and Power buttons until the screen goes black and the Apple logo reappears, the release BOTH buttons.

worksafe: you may have to elaborate. I've updated 3 devices so far, no issues - iPhone 5, iPhone 6, iPad 4. And a few co-workers have updated as well with no issues. Although I don't think any of us updated until the evening or the next day.
