In Tiger; System Preferences, Dock, uncheck "Animate opening applications".
Not sure for Leopard, but I am sure its probably something like that.

This sort of thing always bugs me as well. Happily, Terminal comes to the rescue:
defaults write com.apple.dock no-bouncing -bool true
killall Dock
The only bouncing this doesn't kill is with stacks, but I was pleased about this, as that is one actually useful thing about them, at least for the downloads stack.

001 sadly all that does is stop the app from bouncing when starting. I need it to stop bouncing when I get an alert, or ichat or whatever
EDIT
MartiNZ Thankyou !
MartiNZ where can I find all of these prefs ? I notice they do not appear in the plist files untill I start them from terminal, I am curious what other options I have abouts

Yeah, believe me, I want to know too . People manage to come up with some awesome stuff with things that appear to be completely hidden.
