weird ! system folder icon - Help!

I am using OS 10.3.9 and I just noticed that my System Folder icon has for some reason turned to a red stop sign with a ! in the middle. What does this mean? i know sometimes icons just switch for no reason, is this just that? Please help I don't want my whole computer to bomb!!!
