Trying to remember a sci fi tv show?

Help me remember what TV show this was.
probably an outer limits or twilight zone episode. There were large weather control things floating in the sky, inevitably on the verge of failing.
and I think this was also a part of the episode where the society had a pair of red "gloves" that would allow you to reach inside a person and allow you to do surgery on them without cutting their skin??
I saw this a long time ago, so my memory might be totally crap. but I have been thinking about this for awhile and would like to see it again.

It was a TV-special years ago. Intended as the pilot for a series, but the series did not get picked up. It took place on a tidelocked world, with a light side and dark side, which had separate royal families. A shared prison facility used a fountain-of-youth excretion (actually vomit from one of the aliens) to keep prisoners alive indefinitely.
Unfortunately, I don't recall the name. And it got erased from my VHS(!) tapes a long time ago.

youtube seems to have the entire show.

wow, wikipedia deleted the movie because it was so bad...
netflix does not have it (no surprise) there is a torrent our there though.
Looks like youtube is my only option.

There had been an article, it was nominated for uncontested deletion and it was deleted 7 days later. You can create it new if you want, but it might be subjected to deletion again.
